Test that the headless runner passes the launcher's exit code through (#1148)

Callers tell a completed run from a stopped one by the runner's exit
code, and a run stopped because a PyDev lookup lost its answer exits 7
(#1121). Test with a stub launcher that the runner exits with 7, 0, 1
and 6 unchanged. The harness test that used 7 as an unexplained code now
uses 9, since 7 has a meaning.
