Transpile str.startswith and str.endswith (#860)

We transpile ``text.startswith(prefix)`` and ``text.endswith(suffix)``
to all the targets. Only the form with a single string argument is
supported; a tuple of prefixes and the ``start`` and ``end`` are
refused by the type inference.

The targets use the native ordinal comparisons, which equal Python's
comparison of the characters unless a prefix or a suffix has a lone
surrogate:

    text.StartsWith(prefix, System.StringComparison.Ordinal)  // C#
    strings.HasPrefix(text, prefix)                           // Go
    text.startsWith(prefix)                                   // Java, TS

C++11 has no ``starts_with``, so we generate ``common::StartsWith`` and
``common::EndsWith`` only if the meta-model calls them.

Along the way, we fix the Java optional inference which refused
a built-in method on a constrained primitive.
