Replace the abandoned stale fork with actions/stale v11 (#574)

## Summary

`stale-issue.yml` uses `chia-network/stale@main`, an unmaintained fork
of `actions/stale` that targets Node 12. This switches it to upstream
`actions/stale@v11` (Node 24) and pins `close-issue-reason: completed`
so closed issues keep the reason they get today. No other input changes.
Same change as Chia-Network/ent-wallet#3672.

## Breaking-change review: `actions/stale` v3 → v11

`chia-network/stale@main` is a 2021 fork of `actions/stale` that
declares `runs.using: 'node12'` (forced to Node 24 with a deprecation
annotation). Its runtime behavior matches upstream at roughly v3.

`actions/stale@v11` already runs successfully in
Chia-Network/chia-blockchain (`stale-issue.yml`, run 39590116492), and
in ent-wallet after #3672.

**Token permissions:** `actions/stale` v9+ keeps its state in the
Actions cache, which needs `actions: write`. This workflow declares no
`permissions` block, and the repo's default workflow token permission is
`write`, so `actions`, `issues` and `pull-requests` are already
writable. No permissions change is needed.

## Validation

- `actionlint`: clean.
- No removed `skip-stale-*-message` inputs are used.
- The workflow is scheduled only, so it isn't exercised on this PR. The
first daily run after merge validates it.
