Require Python 3.11 (#415)

Qiskit raised its own minimum supported Python to 3.11 in
Qiskit/qiskit#17135, where qiskit 2.6 is named as the last release
supporting 3.10.  Python 3.10 itself went end of life on 2026-10-01.
Drop it from requires-python, the classifiers, the tox env_list, and the
CI matrices (including the nightly qiskit prerelease job).

Also drop the base_python pins from the lint and docs environments.
They dated to the initial commit and pinned the then-minimum rather than
expressing a real constraint, so they are better left to whatever
interpreter CI provides.

Dropping those pins lets lint resolve a current numpy, which surfaces
two things.  Mypy needs an explicit annotation in
bitstring_matrix_to_integers, added here.  It also rejects numpy's
PEP 695 "type" statements unless it analyzes as 3.12 or later, so
[tool.mypy] python_version moves to 3.12 with a comment saying why it is
deliberately ahead of requires-python.

Ruff's target-version stays at py39; moving it is left to a follow-up.
