Feature #3376 use case groups PR check (#3377)

* Add PR check that use case groups are not set to run, and AGENTS.md

Add a GitHub Actions workflow that fails pull requests to develop and
main_vX.Y if any group in .github/parm/use_case_groups.json has run set
to true. Add AGENTS.md with PR instructions for AI coding agents, and a
CLAUDE.md that imports it for Claude Code.
