fix: address review feedback on idle-timeout reconciliation

- Manage idle timeout only when the annotation is set (matches certificate-arn):
  no longer resets out-of-band values to 60, and skips GetService for routes
  that set neither cert nor idle-timeout.
- Warn and ignore an invalid idle-timeout value instead of failing the model
  build: it is an optional tuning field, so a bad value must not block target
  reconciliation (which risks stale targets / 503s during pod churn). The route
  is still accepted; the bad value is logged and left unset.
- Harden the GetService idle-timeout read against a nil response.
