docs: describe deploying the operator bundle from a private registry (#3569)

Adds a section to `docs/operator-bundle.md` covering deployment with
`operator-sdk run bundle` when the bundle image and the operator/operand
images are hosted in a private registry.

The section documents the three places credentials are needed:
- the OpenShift global pull secret, so nodes can pull the operator and
operand images (followed by waiting for the machine config pool rollout)
- a pull secret in the `nvidia-network-operator` namespace, passed with
`--pull-secret-name` for the bundle unpack pod
- the local `~/.docker/config.json` auth file used by `operator-sdk`

Examples use `nvcr.io` with an NGC API key; the bundle image is a
generic placeholder.
