feat(fc-banner): add dedicated help documentation

Add a Help button to the FC banner window that opens the new
USERMANUAL_fc_banner page. Document startup banner text, recent
STATUSTEXT messages, detected devices, table sorting, and row tooltips.

Add an illustrative FC banner screenshot and a capture target to the
automated screenshot regeneration script.
