Deduplicate repeated suffixed #! entries

A repeated suffixed entry survived twice in each of the three #!
categories: '#!BuildConflicts: dupthing [i586]' written twice stayed
twice, while duplicate plain tags and unbracketed pragma entries
collapse to one. The bracket guard keeps such values whole as plain
strings, and _remove_duplicates only compared tokens, so the strings
passed through untouched.

_remove_duplicates now compares plain lines too: a line stored
directly or as the last item of its comment group duplicates an
identical stored line, the first occurrence wins and the comments
merge the way token comments do. Entries differing in the version
relation or the suffix are different lines and stay.

The buildsuffix fixture gains the repeated entries in all three
categories, a commented duplicate and the differing variants, and a
unit test pins the dedup of bare and comment-grouped lines.
