fix: bump the runtime base image to python:3.12.15-slim (#446)

The python:3.12.13-slim base has not been rebuilt since August and ships
perl-base 5.40.1-6, which has three fixable CRITICAL CVEs (CVE-2026-13221,
CVE-2026-42496, CVE-2026-8376). The release image scan from #421 fails on
those, which would stop the v0.2 release.

python:3.12.15-slim ships perl-base 5.40.1-6+deb13u1; a Trivy scan of it
reports no fixable CRITICAL CVEs. Same Python minor, so dependencies are
unaffected.
