feat: add scram_auth_over_tls feature flag (#1224)

Controls whether non-JIT TLS clients authenticate with cleartext
password or SCRAM. Settable per tenant via feature_flags or globally via
SCRAM_AUTH_OVER_TLS_ENABLED. Defaults to false.
