Define views::to_utfN as copies of views::to_utf<charN_t>

Per LEWG-adjacent feedback, specify the fixed-width adaptor objects in
the synopsis as

    inline constexpr auto to_utf8 = to_utf<char8_t>;

and likewise for the other five, following the views::keys and
views::pairwise precedent, instead of declaring each as unspecified and
relating them to the template in prose. The prose now specifies only
views::to_utf<ToType> and views::to_utf_or_error<ToType>.

The implementation changes accordingly; the aliases were already
instances of the same closure type, so behaviour is unchanged. Also sync
the header's PAPER comment block with the paper synopsis.
