upgrading: forbiddenMembers reports what the data of PHP retired under upgrading.php.deprecatedApi, and a layer says the requirement laying it

A call or a member PHP replaced in a version above the lowest one is retired into forbiddenMembers, which
ForbiddenMembersRule reported under the map, so `--only upgrading.php.deprecatedApi` left it out; it now declares the
requirement and reports each entry under the decision that laid it, as the other rules the data of PHP feed do, and a
test runs all of them. That decision is said by the layer of the data (Layer::$decision), so Values and the resolver
know nothing of PHP, and MemberMap::getDecision() always has one. A name that is both a package shipping upgrading
files and a library the files of another package are about stands for both rather than being an error, which
`dresscode upgrade`, naming the packages itself, would have met without the user writing it.
