[dep] Upgrade to Go 1.27.3 and fabric-x-common for vulnerabilities (#858)

#### Type of change

- Dependency update

#### Description

- Update fabric-x-common to `94ead39555b5`, which requires Go 1.27.3,
`golang.org/x/net` v0.60.0 and `golang.org/x/crypto` v0.57.0. `go mod
tidy` also bumps `x/mod`, `x/sys`, `x/term`, `x/text`.
- Bump golangci-lint v2.13.1 → v2.15.0 in
`scripts/install-dev-dependencies.sh`; v2.13.1 cannot read Go 1.27.3
export data.
- Update the Go download in `docs/setup.md` to 1.27.3.
