chore(deps): roll up dependabot updates, fix Python 3.15 CI

Python 3.15 is now what setup-python resolves for "3.x"; pydantic-core
2.41.5 has no cp315 wheels and fails to build from source (PyO3 0.26).
Bump pydantic to 2.13.5 / pydantic-core 2.46.5, which ship cp315 wheels.

Also folds in the open dependabot bumps (certifi, uv, urllib3, anyio,
soupsieve, dateparser, codeql-action) and switches dependabot to the
uv ecosystem with grouped version and security updates.
