fix(stepper): fix @for init errors, linear state and events, refactor and reach 100% coverage (#17764)

* fix(stepper): fix @for init errors, linear state and events

- Back the stepper state with signals so steps rendered with @for no
  longer throw ExpressionChangedAfterItHasBeenCheckedError on init
- Linear mode: invalid optional/disabled active steps no longer block
  the next steps; recalculate disabled steps on active step change
- Do not emit duplicate or spurious activeChange events; emit it for
  collapses interrupted by orientation/animation type changes
- Move tabindex to the active step on next/prev/navigateTo
- Do not throw when there is no active step
- Keep the active step visited on reset, purge removed steps
- Apply programmatic animationDuration to vertical animations and
  fall back to 320 for invalid values
- Remove dead code, unify step activation, raise coverage to 100%

* fix(stepper): address review on default duration and linear state

- Initialize the vertical animations with the 320ms default duration
- Clear the linear disabled steps when there is no active step

* fix(stepper): guard enter animation and recalc linear on optional

- Do not read the active step index when the active step was removed
  during its animation
- Recalculate the linear disabled steps when optional changes

* fix(stepper): keep steps after first invalid step disabled

- Calculate the linear disabled steps from the first invalid required
  step instead of the active one, as in the web components stepper
- Do not disable the active step activated through the API

* docs(changelog): move stepper fixes back to the unreleased section
