Adjustments to dry_run and mock devices usage (#3502)

### Summary

A collection of tweaks for `dry_run` and mock devices finalizing:
* allow `.run(..., dry_run=True)` even if the backend is already a mock
device, in preparation for some scenarios
* additional check in `least_busy()` as an extra measure for not
including mock devices in
* add test coverage for how `QiskitRuntimeService` treats account and
init parameters
