Prepare and cache runtime configuration independently of validation (#820)

## What changed

`disable_validation=True` currently skips the initialization that makes
`@catch_error` work. Prepare runtime configuration independently of
validation and cache one `BrokerConfig` on each workflow. Reuse it for
new runs and context restoration, rebuilding when `add_step()` changes
the step version.

Worker configuration, error routing, and collection bindings are built
together. Graph validation remains optional, while invalid handler
routing still raises during configuration preparation. The shared
handler checks move unchanged into a module usable by both validation
and runtime configuration.
