Move GPU Operator self-certification into the operator repo

Copy the gpu-operator-self-certification repository at commit
326e04e64 into the operator layout:

* cmd/certification -> cmd/gpu-operator-certification
* internal/certification -> internal/certification
* internal/{environment,reporting,testsuite} -> internal/certification/
* internal/utils/time -> internal/certification/utils/time
* hack/download-results.sh -> hack/download-certification-results.sh

On top of the copy:

* Correct import paths to github.com/NVIDIA/gpu-operator/internal/certification
* Vendor gorilla/websocket, moby/spdystream and k8s.io/streaming, which
  client-go/tools/remotecommand needs, and regenerate THIRD_PARTY_NOTICES.md
* Add license headers to the copied Go files
* Fix golangci-lint findings: cancel the signal context before log.Fatalf,
  write results.json and report.html with 0600, interface{} -> any,
  strings.SplitSeq, strings.CutPrefix and strings.Cut, drop an ineffective
  omitempty and a redundant string conversion, gofmt and goimports
* Copy gpu-operator-certification into the operator image next to
  nvidia-validator
