fix(i18n): extract configuration step instruction popup messages

Include instructions_popup.msg when extracting translatable strings from
configuration step JSON files. Previously, the extractor skipped these
nested messages, leaving both existing popups and the new receiver popup
unavailable to the gettext catalog update workflow.

Preserve message text and line breaks, deduplicate messages across vehicle
configurations, and ignore empty or malformed optional popup values.
Regenerate configuration_steps_strings.py with the five unique messages
used by the seven popup definitions.

Add regression tests verifying that all configured popup messages reach
the generated gettext literals and invalid popup values do not interrupt
extraction of other step text.
