Bump certifi to 2026.10.19 for PYSEC-2026-4320

certifi 2026.1.4 is affected by PYSEC-2026-4320 (GHSA-6q48-6c7w-9gw2).
The bundle contains emSign root CAs with compromised intermediate CA
keys. 2026.10.19 is the fixed version and the most recent release.

Compared to 2026.1.4, the bundle removes 21 root CAs and adds 5. The
removed roots include DigiCert Global Root CA. An outbound TLS
connection to a server that chains only to a removed root now fails.

No other file pins certifi, and no pinned package sets an upper bound
on it. pip check is clean.
