web-flowFix static TLS headroom and bump tox min_version to 4.21.2 (#411) (#412) - Move GLIBC_TUNABLES workaround to base [testenv] in tox.ini so that all environments on Linux (including py unit tests, coverage, and docs) inherit sufficient static TLS headroom (fixing Qiskit/qiskit#17213 dlopen failures). - Bump tox min_version to 4.21.2 in tox.ini and pyproject.toml, ensuring tox passes HOME by default (available since tox 4.4.4) so Open MPI's opal_init succeeds when building sbd-eigensolver in minimum version tests.
