test(cli): split stdout and stderr capture in RunCmdTests (#6918)

* test(cli): split stdout and stderr capture in RunCmdTests

Update RunCmdTests in internal/util/cli/testing.go to capture stdout and stderr into separate buffers using rootCmd.SetOut and rootCmd.SetErr. Also add StderrGoldenFileName and ExpectedStderr to CmdTestCase for validating stderr streams independently, and add unit tests in testing_test.go.

* fix(cli): address review feedback on RunCmdTests and warning tests

Allow stderr checks when ExpectedError is set, resolve tparallel linter issue in testing_test.go, and migrate ruletype warning test expectations and golden files to use ExpectedStderr.
