API-3007: upgrade to .NET 10 (#118)

Single-target Bynder.Sdk, Bynder.Test, and Bynder.Sample for net10.0
(dropping net8.0/net9.0), bump PackageVersion to 4.0.0 as a breaking
change, and refresh test dependencies for compatibility.

Bump CI (run-tests.yml, publish.yml) to the .NET 10 SDK, update the
README, and regenerate .gitignore via `dotnet new gitignore`.
