RT-1.3: Define BGP ADD-Path receive subtests for neighbor and peer-group (#6156)

* RT-1.3: Add ADD-Path receive subtests (RT-1.3.3 to RT-1.3.6)

Fills in the ADD-Path placeholder subtests in RT-1.3 and adds a
peer-group receive case with neighbor override, a Cleanup section,
per-subtest Canonical OC, and a topology block.

Covers per-neighbor and per-peer-group add-paths receive and send
config/state, capability negotiation, and the number of paths the DUT
accepts from a multi-path sender and re-advertises to an observer.

Addresses #3037.

* RT-1.3: Split IPv4/IPv6 neighbors in Canonical OC blocks

Address review: the test runs separate IPv4 and IPv6 sessions, so each
Canonical OC block now lists 192.0.2.x neighbors with IPV4_UNICAST and
2001:db8::x neighbors with IPV6_UNICAST, matching the existing
BuildBGPOCConfig. Setup prose clarified accordingly.

* Re-trigger CI

* Move ADD-Path receive coverage to new standalone test RT-1.112

Per reviewer feedback, RT-1.3 mixes unrelated topics (MRAI, RFC5549,
ADD-Path) and RT-1.15 is the scale test, so the ADD-Path send/receive
capability subtests now live in a dedicated test:
feature/bgp/addpath/otg_tests/bgp_addpath_test (RT-1.112).

- Restore route_propagation_test/README.md to its upstream content.
- Add bgp_addpath_test/README.md with four subtests (receive on,
  send off, receive off, peer-group receive + neighbor override),
  baseline and per-subtest Canonical OC, Cleanup.
- Add metadata.textproto and testregistry entry for RT-1.112.

Addresses #3037.

* RT-1.112: fix metadata.textproto proto-file header path

* RT-1.112: add send-max: 3 coverage and remove unsupported adj-rib-in-pre

* RT-1.3: Define ADD-Path receive subtests (RT-1.3.3, RT-1.3.5) for neighbor and peer-group
