feat(qr-code): add copyToClipboard() to copy the code as an image (#2483)

- `copyToClipboard({ format, scale })` copies a PNG image. With
  `format: 'svg'`, it copies an SVG image and a PNG image for apps
  that do not read SVG. A browser that cannot copy SVG gets only the
  PNG. The promise resolves to the format that the clipboard received.
- The write starts before the first await and takes the images as
  promises, so Safari and Firefox accept it inside the user action.
- fix: `toImage()` reads `size` from the rendered snapshot. Before, a
  `size` set right after the call did not change the image size.
- Add the `QrCodeCopyFormat` and `QrCodeCopyOptions` types.
- The Export story copies with the new method (Copy PNG, Copy SVG).
- Update spec.md, CHANGELOG.md, PRIVACY.md, THREAT-MODEL.md and
  public-api.json.
