fix: prom: use multiprocess collector to work with multiple workers

This fix switches to use a custom CollectorRegistry and multiprocess
collector to fix a bug where prom metrics are not properly served due to
using the DataStore in a multi-worker configuration.  This requires
upgrading the version of the prometheus_client dependency and updating
tests to match.  To use multiprocess collectors also needs us to use a
shared directory for storing metrics and proper shutdown of workers.  This
needs a change to how the DataStore is deployed.  This fixes
https://github.com/ThreeSixtyGiving/datastore/issues/348.
