Fix CI failures after merging master

- Fix credo issues in TextbookIngestion (pipe start, pattern order, alias Ecto.Adapters.SQL)
- Drop per-call OpenAI http options in ChatController in favour of the global config from master
- Add Louis chatbot fields to UserController test expectations
