Fix a regression in the message-switch tests when the package is built alone (#7343)

Commit b69987e043 of PR #7319 has introduced a regression: the tests of
message-switch fail when the package is built and tested on its own, as
happens when it is installed with its tests through opam (`opam install
-t message-switch`):

This was found by the CI of xs-opam. The CI of xen-api builds all
packages together, so it could not see it.

The first commit removes a dependency on message-cli that two test rules
did not use. The second one makes the remaining test use a copy of
message-cli attached to message-switch.

message-switch now has a test dependency on xapi-consts. I will update
xs-opam accordingly once this PR is merged.

@last-genius: as #7342 includes #7319, it should include this PR too.
