chore(core-deps): update Vert.x to 5.2.1 and Micrometer to 1.17.1 (#186)

The two updates need each other. Micrometer 1.13 moved
PrometheusMeterRegistry to io.micrometer.prometheusmetrics, which
Vert.x 4's PrometheusScrapingHandler cannot take, while Vert.x 5's
handler takes only the new class (Renovate's #142 and #147 each failed
to compile on their own).

- ApplicationLauncher extends VertxApplication, from the new
  vertx-launcher-application artifact, and is its own hooks: Vert.x 5
  removed the Launcher. Being the launcher class itself, it still finds
  Main-Verticle in the fat jar's manifest.
- The launcher takes the main verticle as its only argument and has no
  "run" command, so Jib and exec:java now pass just the verticle.
- The two HTTP servers listen through futures, the callback form being
  gone.
- MainVerticle uses the prometheusmetrics PrometheusMeterRegistry.
- HTTP server metrics are labelled by route again: Vert.x 5 dropped
  the route label from its defaults.
