Preserve mobile tap targets across dialog relayout

Press now records the tappable or touchable widget and its local point
before TouchDown or unfocus can resize the canvas. A finger that stays
within the move threshold delivers the tap, and a matching TouchUp, to
that widget when it is still visible in the top overlay, menu, or window
content; a finger that moves is hit-tested at the release point. Hidden,
removed, and covered widgets are skipped, and the per-touch capture is
cleared when the gesture ends. Popup recentering on canvas resize still
runs.
