Run RuboCop in CI

RuboCop was only in the Gemfile for Ruby 2.2-2.4, so on every Ruby in
use the rubocop rake task printed "RuboCop is disabled" and nothing
was checked. Install RuboCop 1.92 on CRuby 2.7 and later (the oldest
Ruby it runs on), and make the skip message say why it's skipped.

Add a rubocop job on Ruby 4.0, and have the test jobs run rake spec
so RuboCop doesn't also run in every test job.
