build: build with the .NET 10 SDK, and move the tests to xunit 4 and .NET 10 (#24)

xunit.v3 4.0.2 brings Microsoft.Testing.Platform 2, which no longer runs under dotnet test's VSTest mode. global.json's test runner setting and dotnet test --project are the way out, and both need the .NET 10 SDK, so the root global.json moves from 9.0.100 to 10.0.100 and opts dotnet test into MTP. TestingPlatformDotnetTestSupport goes and the README calls --project.

Under the .NET 10 SDK coverlet's injected tracker references System.Runtime 10.0, which a net9.0 test host cannot load, so the test project moves to net10.0 (what Register and Link run this library on). Client and Models still ship net9.0; building them needs only the targeting pack, so CI and release install only 10.0.x.

On .NET 10 HttpClient hands an already-cancelled token to the handler, so MockHttpMessageHandler now returns a cancelled task for one, as SocketsHttpHandler does.
