build: move the tests to xunit 4 (#6)

xunit.v3 4.0.2 brings Microsoft.Testing.Platform 2, which no longer runs
under dotnet test's VSTest mode on the .NET 10 SDK. global.json opts
dotnet test into MTP and TestingPlatformDotnetTestSupport goes. CI and the
README run the test executables directly, which MTP 2 does not change.

CollectionBehavior.DisableTestParallelization is an error in 4.x, which is
what failed Dependabot's #5. Both projects still run one at a time, for
the same reason as before (Serilog's Log.Logger is one static per
process), now as Parallelization(Mode = None).

Tests 129/129; Specs 19 passed, 4 skipped, as on main.
