C3DC-2273: Create New Cohort – “All Participants” Adds 4,000 Participants Instead of Uploaded Participant Set (#134)

* C3DC-2273 - Fix participant filter key in dropdown

Update the wrapper config custom dropdown to use the plural `participant_ids` filter key when applying participant selections, aligning these code paths with the expected filter shape.

* C3DC-2273: Strengthen cohort dropdown query assertions

Assert participant IDs, the 4000-result limit, when creating cohorts or adding all participants to an existing cohort.
