build: update packages past the crypto advisories, and move to xunit 4 (#70)

Restore reported five .NET DoS advisories (CVE-2026-70162, -84008, -96958, -96959, -96960) against System.Security.Cryptography.Pkcs and .Xml 10.0.10, brought in by EPPlus 8.6.3. EPPlus 8.7.2 depends on 10.0.13, the fix, and lifts Microsoft.Extensions.* with it, so the whole 10.0.x line moves to 10.0.13 alongside MAUI 10.0.110 and the other updates. The SQLitePCLRaw pin is gone: EF Core 10.0.13 depends on 2.1.13 itself.

xunit.v3 4.0.2 brings Microsoft.Testing.Platform 2, which no longer runs under dotnet test's VSTest mode on the .NET 10 SDK. global.json opts dotnet test into MTP, TestingPlatformDotnetTestSupport goes, and CI and the README call dotnet test --project. Register.Specs sets ParallelMode.None, since DisableTestParallelization is an error in 4.x.

CI pins the MAUI workload set to 10.0.402. 10.0.402.1 names an iOS manifest that nuget.org did not have, and installing any workload from a set installs every manifest in it.
