PORTAL-2920: Implement PMTL resource page using Markdown data (#941)

* Implement PMTL resource page using Markdown data

- Added support for `pmtlData.md` to replace the previous YAML-based implementation.
- Updated `PMTLResourceController` to fetch and parse Markdown content.
- Enhanced `PMTLResourceView` to render parsed Markdown, including dynamic document title setting.
- Adjusted related tests to accommodate the new Markdown structure and ensure proper rendering of content.
- Refactored link handling in various Markdown components for consistency.

* Refactor selected index handling in ReleaseNotesPageView

- Updated the logic for setting the selected index in the dropdown to directly use the clicked index instead of adjusting it. This change simplifies the state management for the dropdown selection.
