build: update packages past the crypto advisories, and move to xunit 4

EPPlus 8.6.3 brought System.Security.Cryptography.Pkcs and .Xml 10.0.10,
and everything up to 10.0.12 carries five .NET DoS advisories
(CVE-2026-70162, -84008, -96958, -96959, -96960) that restore reported as
NU1902/NU1903. EPPlus 8.7.2 depends on 10.0.13, the fix, and lifts
Microsoft.Extensions.* to 10.0.13 with it, so the 10.0.x line moves
together: EF Core, Microsoft.Extensions.*, WinHttpHandler and the app's
direct Cryptography.Xml reference. MAUI 10.0.110, CommunityToolkit.Maui
15.0.1, MailKit 4.18.1, libphonenumber 9.0.41, SonarAnalyzer 10.35 and
Meziantou 3.0.312 (in Directory.Build.props) come along.

The SQLitePCLRaw.bundle_e_sqlite3 pin is gone. It existed to lift EF
Core's 2.1.11 past GHSA-2m69-gcr7-jv3q; EF Core 10.0.13 depends on 2.1.13
itself, which is what the comment said to wait for.

xunit.v3 4.0.2 brings Microsoft.Testing.Platform 2, which no longer runs
under dotnet test's VSTest mode on the .NET 10 SDK. global.json opts dotnet
test into MTP, TestingPlatformDotnetTestSupport goes, and CI and the README
call dotnet test --project. Register.Specs sets ParallelMode.None, since
CollectionBehavior.DisableTestParallelization is an error in 4.x.

Unity.Intergroup.Tests 21/21, Register.Tests 210/210, Register.Specs 89
passed and 12 skipped (the @manual @ignore on-device feature). The whole
solution builds, Android and Windows heads included.
