* feat(cicero-core): load templates from earlier majors within a compatibility window

cicero-core rejects any template whose accordproject.cicero range excludes its own version, so every major release forces every template to bump its range, re-hash and re-sign, even when, as in 3.0, the release only changed packaging.

Add TEMPLATE_COMPATIBILITY_FLOOR (2.0.0, the last release that changed what a template must contain). Metadata#satisfiesCiceroVersion and TemplateLibrary.filterTemplateIndexCiceroVersion also accept a range that overlaps [floor, running version], so ^2.x templates load in 3.x unchanged. Versions below the floor behave as before.

* fix(cicero-core): exclude invalid ciceroVersion ranges from the compatibility window

semver.intersects throws on an invalid or missing range where semver.satisfies returns false, so one malformed template index entry aborted filterTemplateIndexCiceroVersion. Return false for invalid ranges before intersecting.
