Fix Podman client creation with compat transport (#6860)

Since the Podman network compatibility round-tripper was added, every
Podman client failed to build: WithHTTPClient installed the wrapped
transport first, and WithHost then rejected it because it is not an
*http.Transport. Apply WithHost before WithHTTPClient so the host is
configured on the default client and the custom client replaces it.

Fixes #6844
