fix: stop regenerating mocks in CI; release workflow was failing (#91)

The Release Workflow has been failing on every push to main (PyPI stuck
at 0.5.6 since Nov 2024) because the codecoverage job runs
make_mocks.py, which executes the SysML Jupyter kernel and hits
nbclient's 4s default IOPub timeout on large outputs
(CellTimeoutError).

The per-element mocks are committed in the repo and tests pass on them
(33/33 locally, full coverage run, no kernel needed). So CI no longer
regenerates mocks via the kernel:

- release.yml / workflows.yml: replace the fragile 'Install SysML
  environment and make mocks' step (jupyter + kernel zip + make_mocks)
  with a plain 'Install test dependencies' step. The committed mocks
  are used directly.
- make_mocks.py: keep the script working for anyone who does regenerate
  by raising execution_timeout to 300s and iopub_timeout to 120s.

Verified: coverage run of full suite on committed mocks (no Jupyter
installed) -> 33/33 passed, 80% total coverage; docstr-coverage passes.
