frames: the wire carries record batches, written natively by the server (#4154)

* frames: move live-hole appliers into the lazy wire tier

The hole and attr-hole morph paths leave the eager frames client and
live in `wire`, which the server now announces whenever a response or
document carries a live hole. Hole records that land before the tier is
resident stay pending and are applied by the install's flush. Row ops
stay gated on live responses.

Frames client 12,980 -> 12,704 B br; every server-components page drops
235-372 B br. Caps lowered to measured + 10 B.

* frames: move the range morph into the lazy wire tier

reconcileChildren, the graft walk and the keyed range moves leave the
eager frames client for `wire`. A root over shown content waits in the
flush until the tier is resident; a version bump or rebind over content
starts the load at the header. Adoption and first materialize never
morph, so pages that never refetch or navigate never load it.

Frames client 12,704 -> 11,919 B br; server-components pages drop
697-776 B br. Caps lowered to measured + 10 B.

The morph came from the @ts-nocheck eager client; wire-tier.ts is
type-checked, so it bundles the morph from frame-morph.ts instead.
