Remove cap to SSV and QPY version (#3501)

### Summary
When we introduced the executor schemas 2.0, we set them up so that the
SSV and QPY versions are no longer bounded. However, when we wrote the
converters, we set artificial limits. As a result, even if Qiskit 2.6
supports QPY version 18, we are still encoding with 17.

This PR removes the artificial limits, and lets Samplomatic and Qiskit
(the versions installed locally) decide what version to use.
