ci: run golang CI on flake.lock changes (#884)

## What
Run the Golang CI lint and test jobs on PRs that change `flake.lock`.

## Why
Lint and tests run in `nix develop`, so the toolchain (Go,
golangci-lint, etc.) comes from the pinned nixpkgs. Lock bumps currently
only get the closure diff on PRs and break only after merge. Matches
artifact-conduit.

## Testing
None; path filter change only.
