docs: acknowledge Archonomicon governance

The Archonomicon claims jurisdiction over Archon (rule 21), but nothing in
this repository said so. Add GOVERNANCE.md, which routes to the rules by
number rather than restating them, and point to it from the README,
CONTRIBUTING (protocol changes start in the specification), SECURITY
(rule 52) and a pull request template. Mark docs/scheme.md as an
informative description of the method, since the did:cid specification
is the normative definition under rule 42, and say so in the docs index.
