CSE machine: the arrow to the parent frame runs across the middle of the space between the frames (#4513)

* CSE machine: the arrow from a frame to its parent runs across the middle of the space between them

The horizontal part was drawn 10 above the lower frame, close to it, which also gave the
bend where the arrow leaves the frame the smallest radius. It now runs halfway between
the frame and the lowest frame of the parent's level that it passes under (the parent, or
a taller one beside it), so the two bends have the same radius. The frame heading moves
down to the frame, so that the arrow does not strike it through (#4512).
