refactor!: reject replayed handshake initiations in their tunnel (#120)

`Interface::receive` checks each handshake initiation's timestamp
against the last one accepted from its peer, because that check has to
outlive any single tunnel. Instead of failing, it now marks a replayed
initiation, and the peer's `Tunnel` rejects it with
`Error::ReplayedHandshakeInitiation`, which no longer carries the
initiation.
