* fix(legacy): restore strict UTF-8 handling in Convert

The legacy Convert UTF-8 helpers delegated to the lenient utf8 codec,
so malformed bytes and lone surrogates were silently replaced with
U+FFFD and a leading BOM was stripped. Match pvtsutils 1.x again:
ToUtf8String/ToString("utf8") decode with fatal: true and keep the BOM,
FromUtf8String/FromString("utf8") reject lone surrogates. Errors are
TypeError (pvtsutils threw URIError). The modern utf8 codec is unchanged.

* fix(legacy): apply strict UTF-8 handling to the utf-8 alias

ToUtf8String and FromUtf8String only checked for "utf8", so "utf-8"
fell through to the lenient codec. Reuse isUtf8Encoding, add "utf-8"
to TextEncoding, and cover the alias in tests. Use \uFEFF escapes
instead of invisible literal BOMs in the spec.
