Add opt-in Tab navigation to standard containers

The default command map binds tab / shift tab and ctrl n / ctrl p to
'next selectable' and 'prev selectable', but no container handled them.
Pile, Columns, Frame, ListBox and GridFlow now handle them when created
with select_navigation=True. The default stays off, so applications that
handle tab in unhandled_input are unaffected.

- The child in focus gets the key first; when it returns it, the container
  focuses its next selectable child and calls its enter_selectable() hook.
- Past the edge the container starts again at its first selectable child
  and returns the key, so an opted-in parent moves on to its next child.
- Decorations and WidgetWrap forward enter_selectable(); WidgetDisable and
  PopUpTarget are single stops.
- Every focus move goes through the focus_position setter.
- focus_first_selectable() and focus_last_selectable() are public.
- The public SelectNavigationMixin and SelectNavigationListContentsMixin
  give other containers the same behaviour.
- The tour, graph, bigtext and palette_test examples use it.
- tox -e pyright runs pyright on demand, outside envlist and CI.

This re-implements the forward-only Pile/Columns support of #154 in both
directions. Refs #143.
