fix: list Redis DIDs with SCAN instead of KEYS (#1407)

KEYS blocks Redis while it walks every key in the database, and on a
production node most keys are block checkpoints: listing 33k DIDs among
833k keys stalled every Redis client for about 180 ms, once a minute.
Both Gatekeepers now collect DID keys with SCAN in steps of 10,000 keys,
and Rust checks whether any DID exists without listing them all. The Rust
snapshot guardrail's KEYS count uses SCAN too. Tests in both ports
surround a few DIDs with thousands of block keys and assert through
Redis command statistics that KEYS is not used.
